Position Objectives

Powhatan County is seeking a Planner II to support the Community Development Department in a variety of tasks related to current and long-range planning, including:
  • Helping residents, businesses, property owners, and developers understand local zoning and subdivision requirements;
  • Coordinating the review of rezonings, conditional use permits, and/or other development proposals;
  • Reviewing business license applications and other zoning-related applications;
  • Researching and developing policies that help implement recommendations made in the comprehensive plan.

Desirable Training & Experience



Preferred Experience

  • Experience coordinating the review of rezoning and conditional use permit applications.
  • Experience in the development of long-range planning documents and policies.
  • Experience working with elected officials, appointed officials, and the general public.
  • Experience working in a fast-paced environment with limited supervision.
  • Experience working with the Virginia Department of Transportation (VDOT) and other local, regional, and state agencies.

Qualifications

Minimum: Bachelor’s Degree in Urban Planning (or a Closely-Related Field) + Three Years Professional Experience OR Master’s Degree in Urban Planning (or a Closely-Related Field) + Two Years Professional Experience

AICP Certification Preferred

Preferred Skills

  • Ability to interpret complex subdivision and zoning ordinances.
  • Ability to understand and assess the physical impacts of proposed development on a property.
  • Ability to assist applicants and citizens with the application and review process associated with different development proposals.
  • Ability to provide professional, clear, concise, and accurate communication in both verbal and written form.
  • Ability to research planning-related policies and best practices used in Virginia and nationwide.
  • Knowledge of community engagement techniques and best practices.
  • Knowledge of GIS and other mapping tools.
  • Ability to create high-quality, professional brochures and graphics that clearly relay information and help stakeholders visualize development possibilities.
  • Ability to work cooperatively with co-workers to improve operations, streamline work processes, and provide exceptional customer service.
