 Comprehensive Services
The Comprehensive Services Act is a Virginia law designed to help troubled youths and their families. State and local agencies, parents and private service providers work together to plan and provide services to children who have serious emotional or behavioral problems; who may need residential care or services beyond the scope of standard agency services; who need special education through a private school program; or who receive foster care services.

Throughout Virginia, teams known as the Family Assessment and Planning Team (FAPT) and the Community Policy and Management Team (CPMT) implement the Comprehensive Services Act as specified by the Code of Virginia. The governing bodies of Powhatan County work to implement the CSA locally through the Powhatan Community Policy and Management Team
(CPMT) -- with the goal of strengthening and reuniting families.

MISSION STATEMENT
The mission of the Powhatan FAPT and CPMT is to provide leadership in the development of new concepts and approaches in the provision of services to children, youth and families of Powhatan. The primary focus of these teams is to lead the way to effective services to children already at risk of experiencing emotional/behavioral problems-- especially those at risk or in need of out-of-home placements -- and their families.

Referrals come from the Public School Special Education Department, the 11th District Juvenile Court Service Unit, Powhatan Community Services Board, and the Powhatan County Department of Social Services. Many of the youth served come from diverse backgrounds. They may be children in foster care, at-risk for out of home placement, unable to deal effectively in a public school setting or have a variety of other problematic behaviors and conditions.
The children are most often served by multiple agencies in the community.

Treatment plans are formulated collaboratively including the child, family and personnel from referring agencies and the Family Assessment and Planning Teams (FAPT). Many different vendors provide treatment and close review of the cases occurs through regular FAPT meetings.

The State Office of Comprehensive Services requires clear, consistent, and targeted data and expenditure information. Funding for the program is provided by the state on a formula basis unique to each locality.

Description- Oversees the administrative, finance and budgeting of the Powhatan County Comprehensive Services Act Program (CSAP). Leads the Family Assessment and Planning Team and staffs the Community Policy and Management Team maintaining a focus on complying with the provisions of the CSAP to preserve the County's eligibility for CSA pool fund reimbursement which serves at-risk children and their families. Maintains C.S.A. data base and ensures effective utilization management of active cases.
