Since the closing of the local landfill in 1986, Powhatan County has operated a convenience center, formerly known as the transfer station, which is located at 2405 Mitchell Road . This convenience center provides residents who have a valid county sticker with an area in which to dispose of household refuse and recycle items as listed below.

In 1990, Powhatan County joined the Central Virginia Waste Management Authority (CVWMA), a public service authority that includes 13 jurisdictions in Central Virginia . CVWMA works to plan and implement regional solutions to common problems arising from solid waste management. One area CVWMA is involved in is recycling. In 1989, the Virginia General Assembly passed a law requiring local governments to recycle 25% of their refuse. That goal was met, through County and CVWMA cooperation. CVWMA also provides recycling bins at the convenience center.
