Powhatan County Celebrates Ribbon Cutting of New Turner Park Concession Stand 

Powhatan, VA — On Wednesday, April 30, 2025, Powhatan County celebrated a major milestone with the ribbon-cutting ceremony for the brand-new concession stand at Turner Park. This event marks the completion of the first phase of the park’s comprehensive Master Plan and a proud moment for the Powhatan community. 

The Turner Park Master Plan reflects Powhatan County’s commitment to providing high-quality recreational amenities for visitors of all ages. The new concession stand—a direct result of this vision—serves as a symbol of the county’s ongoing investment in creating vibrant, welcoming spaces for recreation and community connection. 

“This concession stand is more than just a building; it is a symbol of our community’s investment in creating vibrant, welcoming spaces for recreation and connection,” said Judy Cain Oliver, Chair of the Parks & Recreation Advisory Commission. “Today’s ribbon cutting marks an exciting first step in enhancing the park’s facilities and offerings.” 

The successful completion of the concession stand project was made possible through the dedication and expertise of many individuals and organizations. Key contributors included Greg Nelson and Sean Abernathie of Timmons Group, whose civil engineering vision and skill laid the project's foundation; architect Roger Richardson, who designed a facility both functional and inviting; and MEP engineer Rick Messer, who ensured seamless integration of mechanical, electrical, and plumbing systems. The construction was led by Norman Company, with Will Norman and Kevin Buchter at the helm, and subcontracted sitework managed by Michael Potter of Village Building Company. Essential leadership and support came from the Powhatan County Board of Supervisors, County Administrator Bret Schardein, and Deputy Administrator Will Hagy. Christian McIntosh, the County Project Field Representative, provided invaluable construction oversight, while Mark Piper, Assistant Director for Facilities and Grounds, skillfully coordinated all activities and enhanced the grounds. The Parks and Recreation team, including Director Megan Heatwole and Athletics Coordinator Blake Campbell, ensured smooth scheduling during improvements, and Parks Maintenance Worker Aaron James diligently maintains the park’s fields and grounds. Additional appreciation is extended to Master Gardener Katrina McIntosh for her landscape design featuring native plants and trees. During Earth Day week, Katrina, along with her husband Christian, volunteer John Kirkland, and Parks and Recreation staff collaboratively installed the new landscaping, further beautifying the park grounds. 

Looking ahead, the Turner Park Master Plan will continue to evolve through fiscal year 2026, with a pavilion renovation as the next major milestone. 

The ribbon was officially cut by Randy Snider, Powhatan Fastpitch Commissioner, and Jessica Weaver, Concession Manager. Their participation celebrated the important role that youth sports leagues play in the community and marked an exciting new Chapter as Turner Park continues to expand its offerings for residents and visitors alike.
